U.S. Department of Justice: Attorney General Merrick B. Garland today signed a final rule under Title II of the Americans with Disabilities Act (ADA) to ensure the accessibility of web content and mobile applications (apps) for people with disabilities. This final rule clarifies the obligations of state and local governments to make their websites and mobile applications accessible. Every day, people across the country use the web and mobile apps to access public programs and services, including emergency information, courts, healthcare providers, schools, voting information, parking, permit applications, tax payments, and transit updates. If these technologies are not accessible, it can be difficult or impossible for people with disabilities to access critical services. Consequently, individuals with disabilities may be excluded from accessing public services that other people routinely use.

The third edition of my book, "The Windows Screen Reader Primer: All the Basics and More," is now out. Published by my organization, The Carroll Center for the Blind, It is available to you for free in Word and ePub formats. The book is meant to help JAWS, NVDA, and Windows Narrator users work more effectively with the most important PC applications, including the Windows operating system, MS Office (Word, Outlook, Excel and PowerPoint), and the three most popular web browsers (Google Chrome, Microsoft Edge, and Mozilla Firefox). Dropbox, OneDrive, and Google Drive for Desktop, the three most popular cloud-based file-sharing programs, are also covered. So too is Adobe Acrobat Reader for accessing PDF files, and participating in, scheduling, and hosting Zoom meetings.
Braille helps students who are blind or low vision with reading, writing, and comprehension so they can succeed in school and life. APH created the Monarch, a 10-line by 32-cell refreshable braille display which can render lines of braille and tactile graphics on the same surface, to increase student access to braille textbooks and classroom materials. The Monarch has spread its wings and is making strides to improve braille literacy for students of all ages.
I would say: Tetris is intangible cultural heritage. Tetris is already a vocabulary when it comes to precisely fitting objects into a limited space. For 10 years now, Tetris has also been available for the Braille display and is called Dotris there. Unlike the original computer game, objects here come on the Braille display from the right and move piece by piece to the left. These objects can have different shapes made up of four dots like the Braille characters: L g r p 4 t 8 While the objects move towards the left end of the line, you can move them up or down or rotate them with different keys.

Simple Radio is an app that can be installed on iPhones, iPads, and Android devices. The app allows you to listen to and stream a huge selection of radio stations from various countries all over the world which is really cool. It also has a search feature where you can type in the name of the radio station you are looking for, e.g. Red FM and a list of matches that contain Red FM will show up.
The Seleste glasses feel similar to regular sunglasses, except that the arms are thicker to hold the electronics, and there is a small camera right between the eyes.
The World Literacy Foundation and Dutch marketing firm Media.Monks have teamed up to create a pen designed to help millions of people around the world grappling with illiteracy.
Learning how to use Excel is one thing, but blind screen-reader users face other difficulties. Due to inadequate formatting and presentation, screen-reader users can become lost within spreadsheets to the extent that it is either difficult to find the data or to associate it with the context, such as determining how cells relate to each other. Many people leave blank cells in spreadsheets purely for visual layout purposes and it is difficult to overcome this major obstacle.
I wanted to make this guide, partially so I can have something to reference myself, but also because I hope other screen reader users can get something out of this. Static site generators are a popular alternative to sites like Wordpress that don't require a database and are incredibly fast. This guide explains how to build Hugo and Zola websites with a screen reader and publish them to Github pages.
There is a new list specifically for Voice Dream Reader. Apparently it was started by the new developers. When I last looked, it had 47 members. I've heard that there have been responses from the developer on this list.
People often picture the majestic butterfly when they hear the name "Monarch." One of the roles of this department is to develop training for those who work in the field of assistive technology with consumers who have a combined vision and hearing loss. The first set of webinars put together in 2022 and 2023 were based almost entirely on the results of the data collected from that survey in 2022. However, as time marches along, so too does the progress of technology. As such, we are again using a survey as a vehicle to continue creating material that professionals in the field will find valuable. If you work in the field of DeafBlindness, whether that's full time or only occasionally, I would very much appreciate your support. A group of VR accessibility researchers from University of Wisconsin-Madison and Virginia Tech, are conducting research to support inclusive avatar representation for people with disabilities in social VR. They are looking for people with disabilities to participate in the study! Participants will have a 45-min interview and reflect on their avatar preferences on social VR platforms. A $25 for all participants who complete the study is offered. This study is fully remote. Participants must: be at least 18 years old; Have at least one disability, including but not limited to visual impairments, deaf etc. Have experience with avatars in digital social platforms.
